Starting September 29, Facebook is changing and enforcing how they handle Pages with low Facebook Page Quality Score. Currently, your page is ranked by customer feedback on a scale of 0-5.
Pages More than a Year Old:
- If your Page’s score drops below 2 but above 1, your Page will see a delivery penalty applied to its ads. This means your ads will reach fewer people for the same budget.
- If your Page’s score drops to 1 or below, it won’t be allowed to advertise.
Pages Less than a Year Old:
- If your Page’s score drops below 2, it won’t be allowed to advertise.
You can appeal this decision, but you need to get more organic traffic to your Page with better feedback in order to raise your Quality Score – which will take longer and have a much greater opportunity cost if you can’t advertise.
If you’re thinking about starting Facebook Advertising, Be sure to check your page history and your quality score. If you don’t have a page yet, it’s time to get one so you can start your 1 year now to start building your positive quality score. If you do have a Page already, keep working to get your ranking to a 5.

Ultimately, Facebook wants you to have advertisers with good products and good customer service (which helps everyone). Those two categories, along with shipping speed seem to be the primary feedback categories they consider.
It’s definitely worth looking at how you’re doing in all 3 to always be improving this score.
